Who we are

Our team of expert modelers and engineers is led by Mahmoud Raoufi, a multi-state licensed Professional Engineer (PE) in Transportation and a Professional Traffic Operations Engineer (PTOE).

With 18 years of experience in traffic modeling, Mahmoud specializes in developing large-scale simulation and detailed regional models, as well as dynamic traffic assignment (DTA) and dynamic OD matrix estimation (DODME). He is an expert in Highway Capacity Manual (HCM) methodologies, multimodal operations and safety analysis, with proven skills in statistical modeling, data analysis, and visualization. An experienced PTV Certified Trainer, Mahmoud designed and instructs the advanced traffic simulation model review course required for TxDOT pre-certification.

Mahmoud holds two MSc degrees in Transportation, with a focus on driving behavior models and calibrating traffic simulation software in his first master's, and primarily on statistics, discrete choice modeling, data analysis, and artificial intelligence in his second. He holds a bachelor's degree in Civil Engineering.

His experience has been applied to significant projects where he led the traffic modeling team, including the MoPac South Express Lanes and US183 North Express Lanes for CTRMA, the San Antonio Advanced Rapid Transit study for VIA, the San Antonio International Airport System Strategic Development Plan, numerous major interchange projects for TxDOT, and the Tesla Giga Factory Texas Traffic Impact Analysis (TIA). Mahmoud's contributions also encompass transit demand modeling for the Rethinking I-94 project for MnDOT, and demand modeling and corridor analysis for the Mesa Grande Drive extension in Las Cruces, NM.
